Developed in partnership with the Federal Government through the Federal Ministry of Finance, Budget, and National Planning, the program is set to unfold its impact from January 2023 to December 2025.

Funding and Structure

With a loan of $750 million from the World Bank, channeled through the Federal Government, SABER comprises $730 million for the Program-for-Results (PforR) and an additional $20 million for Technical Assistance. The program ensures accountability through a structured approach, with funds tied to specific Disbursement Linked Indicators (DLIs) and entry criteria (EC).

State Responsibility

States play a pivotal role in the success of SABER, as they are tasked with achieving program results and implementing the necessary reforms. Access to the $750 million loan is contingent upon states meeting entry criteria and fulfilling the prescribed DLIs, reinforcing a decentralized approach to economic development.

Building on Success

SABER is not an isolated effort but a strategic continuation of the achievements of the State Fiscal Transparency, Accountability, and Sustainability (SFTAS) Program, which ran from January 2019 to December 2022. Like its predecessor, SABER is a $750 million program, reflecting the commitment of the World Bank to support Nigeria's economic growth.
